You can since the webserver looks in every dir it serves for such an file
called .htaccess. but you can't provide your own access.conf so you
need some cooperation from your webmaster. The chances that he did allow
the protection of your own dirs are quite good

where you can find how to set up basic authentication (at least for ncsa 
httpd since the actual implementation is server specific)
